BIA won a competition under the Public Procurement Act and signed a contract with the Ministry of Labor and Social Policy for the implementation of services in the Project BG05M9OP001-1.013-0001-С01 "Development of the Competence Assessment Information System - MyCompetence". The project is funded by the Operational Programme "Human Resources Development" 2014-2020, and is financially supported by the European Social Fund.

 

The project builds on the achievement of project "Development of workforce Competence Assessment System by sectors and regions" (ISOC) implemented by BIA in the period 2009-2015, also funded by Operational Programme "Human Resources Development". As part of this project BIA has developed Competence Assessment Information System, comprising 20 economic sectors.

 

BIA has a contract with the Ministry of Labor and Social Policy for the period 23.12.2017 - 31.10.2019 which includes:

·         expansion of the capacity and the scope of the Competence Assessment Information System MyCompetence and the adjacent infrastructure;

·         updating the developed and approved sectoral competence models (SCM) in the 20 economic sectors during the period 2010-2014;

·         development of e-tools and means for job analysis and job audit as а basis for developing new SCM; 

·         developing e-trainings;

·         developing an electronic module for analysis and assessment of the needs of training of the workforce.

 

There will be competency models for five more economic sectors in MyCompetence - automotive ("Manufacture of parts and accessories for automobiles"), electricity generation, transmission and distribution, mining, production of cleaning, washing and cosmetic products and construction (excluding "Finishing works"). There will be development of new e-trainings for transversal and specific competencies, that will be free and available for the users.

At the end of 2017 there are 13 778 registered users of MyCompetence, including 399 enterprises. So far users have taken 10 818 competency assessment tests and 4 089 people have enrolled in e-trainings.

 

Most of the assessment tests (2 114) which are taken are for managerial competencies, followed by emotional intelligence (1 543), social competences (1 475) and satisfaction and motivation (1319).

 

Most sought-after e-trainings are for effective team management, staff selection, leadership and emotional intelligence, effective use of MS Excel and digital competence on base level.

 

As a follow-up to MyCompetence's development, BIA executed a contract with the Employment Agency, in which was developed the web application "Jobseeker‘s personality profile" in the interest of people seeking professional realization. The module contains in-depth and structured information about work experience, skills, personal qualities and attitudes of the jobseekers. What is innovative is that with the help of this app, people are given the opportunity to fill in and update on their own the data and to make suggestions for adding new information in their electronic CV.

 

So far 2 914 jobseekers and 406 labor mediators have benefited from the app. Most users are reported to be from the labor offices in Sofia, Plovdiv, Pernik, Pazardzhik and Samokov.

 

The application was presented by the Employment Agency at a conference of the World Association of Public Employment Services (WAPES) in Paris in September 2017 and it caused an exceptional interest among the participants in the forum - over 100 representatives of public employment services from 40 countries.
