Bulgarian Industrial Association is executing a contract with subject “Expanding and integrating the Competence Assessment Information System with Employment Agency’s actions and target groups’ needs”. It is expected to be completed by the end of April this year. As a result an internet application “Jobseeker’s personality profile” will be developed and implanted in the Labour Offices.

The main target is for the Employment Agency to start providing new services to its clients through the new application. The application will support finding suitable workplace for people, who are registered in the Labour Offices and are looking for a new job. Its various features allow the employees in the Labour Offices to find easily individuals with their skills and competencies who match certain workplaces. Every individual that is registered in the Labour Offices and wishes to find a job can benefit from the application’s features, regardless of the fact that they are unemployed at the moment or simply want to change their workplace or career.

The application provides entirely new scope of opportunities for the Employment Agency to perform its role of mediator between employers and unemployed. Using the application, a profile of a jobseeker can be created, which contains not only information for their work experience and education, but for their competencies, skills and development schedule as well. What is special about the application is its integration with the Competence Assessment Information System MyCompetence. Thus, users can benefit from its services unrestrictedly and free of charge so they can expand their competencies. MyCompetence’s resources (which include questionnaires for assessment and self-assessment, and online trainings) allow for competencies’ assessment to be made so they can be improved in order for the person to correspond better with labour market’s objectives. Furthermore, the application gives access to psychometric instruments for assessing one’s individuality so they can match the workplaces. Through combined use of all the resources a detailed profile of a jobseeker can be prepared with respect to their work efficiency, as well as development schedule for their skills to be improved. Another unique feature of the application is that it enables jobseekers to participate in the process of creating their own profile – they will have access to the profile and will be able to actively take part in their own development.

Introducing the application “Jobseeker’s personality profile” is expected to improve the quality of Employment Agency services so they can better match the labour market conditions. Profiling will become thorough and the profiles will include information which is relevant to the employer’s requirements. A great advantage is the integration with the Competence Assessment Information System MyCompetence, which allows the use of already developed instruments and resources for the Bulgarian labour market exclusively.
