Sector Skills Units



The Sector Skills Units are built up of Sector Skills Committees and Sector Referents. Their primary activity is related to the development and update of sector competence models, as well as to ensure their proper implementation. Some of the basic functions of the Sector Skills Units are the following:

  • Organizing and coordinating activities related to the preparation of analyses on the technological development tendencies, the implementation of best available technologies and their impact on workforce competence requirements in the particular sector
  • Establishing specialized expert communities (built up of leading managers, technologists, human resources management experts, prominent assessors, analytical experts in the respective technological areas etc.), which shall set up the expert teams responsible for the development and update of the sector competence models
  • Organizing the preparation of reports on the development potential of the specific enterprises in the sector and the possibilities for new production structures to emerge, new occupations and job positions and the related competencies
  • Applying or developing recommendable sector standards for workforce competencies in particular occupations, which are of importance to the very sector, in accordance with the pilot enterprises’ interests
  • Establishing standardized classifications and definitions of competencies (based on foreign and Bulgarian systems), adapting them to the Bulgarian context with the help of expert teams from each and every pilot sectors and updating them on a regular basis
  • Applying or issuing recommendations for the definition of workforce competence assessment indicators in key positions, designed for the sector enterprises interested and the assessors’ work
  • Based on sector competence models, organizing and coordinating the conduction of expert evaluations, analyzes and forecasts on the need of workforce in separate occupations and jobs (job places) within the sector
  • Organizing discussions and workshops carrying out draft proposals for amendments in the law and subordinate legislation and addressing them to the attention of the National Competence Assessment Center.
